On the night of Carlos Ventura's murder , he and Manuel Lugo had a brief altercation over misinformation about Lugo's intentions. Lugo corrected the information, they shook hands and went their separate ways. However, just 10 minutes later, shots were fired in the area Lugo had just left. He returned to find that Ventura and his pregnant girlfriend had been killed, but miraculously, the baby was born alive. Seven weeks later, Lugo and Wilfredo Roman were arrested, with Lugo being charged with ordering Roman to shoot Ventura and causing the death of his girlfriend in the process. Roman was charged with the actual shooting. Lugo stated that the argument had ended peacefully and that he had nothing to do with the shooting. During their separate trials in April 1994, the prosecution's only eyewitness, Angel Otero, testified that Lugo had instructed Roman to kill Ventura, while the defense's only witness, Ramona Garcia, stated she saw two men, not Roman and Lugo, get out of a car and heard gunshots. In the end, Roman was acquitted and Lugo was convicted and sentenced to 45 years to life. However, information later revealed in a book by Professor Robert Jackall suggested that Lugo was not involved in the crime, but rather it was carried out at the behest of a drug lord named Lenny Sepulveda .

Professor Robert Jackall
published a book called "The Wild Cowboys" which contained an excerpt about a double murder case. The excerpt detailed a confession from Ulysses Mena, also known as Chino, in which he admitted to committing the murders of Carlos Ventura and Marilyn Colon in December 1990. The excerpt also revealed that Manuel Lugo, known as Supra, and Wilfredo Roman were put on trial for the murders in the Bronx. Supra was convicted, but Roman was acquitted. Despite this, the Bronx District Attorney's Office did not take into account Chino's confession, even though he was willing to accept a plea deal of 20 years to life for the murders, and Lenny Sepulveda, the alleged mastermind behind the murders, had also admitted his role in the crime and named Chino as the shooter.
